» Ministry of Tourism and the BNDES launch program for the hotel sector
• ProCopa Turismo will assign R$ 1 billion to the reform and construction of hotels for the 2014 World Cup
The minister of Tourism, Luiz Barretto, the Vice President of the BNDES, Armando Mariante, and the director of the Bank’s Social Inclusion Division, Elvio Gaspar, presented hotel owners with the program ProCopa Turismo, which will finance the reform and construction of hotels and inns to expand the capacity and quality of accommodation to receive tourists coming to Brazil for the 2014 World Cup.
The launching ceremony was held at the BNDES headquarters in Rio de Janeiro. The program was assigned a R$ 1 billion budget and intends to encourage hotel owners to commit to environmental issues by offering better conditions concerning energy efficiency and environmental sustainability.
Mr. Barretto considered the partnership between the BNDES, the Ministry of Tourism and the hotel sector “one of the building blocks to prepare Brazil for the World Cup and the Olympic Games”. “It is the government’s role to encourage the sector, which mostly comprises private companies, to boost the volume and the quality of services offered,” he affirmed.
Mr. Mariante recalled that both the 2014 World Cup and the 2016 Olympic Games “represent a new reality and bring new associated challenges that should be faced competently”. He says that the Bank’s goal is to help this sector reach a level of excellence “that makes us proud”.
The program offers unprecedented maximum repayment deadlines. These deadlines may be up to 12 years to modernize existing facilities and up to 18 years to build new ones. Energy efficiency and/or sustainable construction projects certified by entities accredited by INMETRO may have terms of loan extended. The director Elvio Gaspar reiterated that these deadlines “are the longest at the BNDES”.
If energy efficiency certification is presented, the term of loan for reform, modernization and expansion projects may be extended up to 10 years. For the construction of new units, this term of loan may reach 15 years. The maximum term of loan for uncertified projects is 8 years for reforms, modernization and expansion, and 10 years for new construction.
In order to obtain the maximum expansion on the term of loan (12 and 18 years, respectively), those interested should submit sustainable construction certification which, besides energy efficiency, incorporates other requirements, such as rationalization of water and waste management. In direct operations, the interest rates of the program vary from 6.9% (micro, small and medium-sized companies) up to 8.8% (large-sized companies), plus risk spread.
In order to apply for the program’s funds, applicants should submit their applications by December 31, 2012. With a view to provide guidelines to hotel owners on the conditions within ProCopa Turismo, the BNDES has prepared a handbook with basic information on the program.
Stadiums - Besides funds for the hotel sector, the Bank has created the program BNDES Arenas for the 2014 World Cup - BNDES ProCopa Arenas. The budget for this program, that is for building and reforming the venues to stage the 2014 World Cup Games as well as investments related to urbanization of the surrounding areas, is R$ 4.8 billion.
