Support to Integrated Program for Sustainable Development of the State of Acre
The support of BNDES to the second phase of the Integrated Program for Sustainable Development of the State of Acre [PIDS Acre II] represents the largest financing operation of the
Social Inclusion Area of the Bank in a regional development project in the North Region of the Country. The investment will be of R$ 170 million, of which R$ 136 million (approximately 80%) is supported by BNDES through the reimbursable financing of Financing and Endeavors
[FINEM].
Nevertheless, the relevance of this operation is not only reduced to meaning of the invested amount of resources.
It is about a structured, inter-sector and comprehending action, formed by a group of 20 different types of entirely integrated projects, which comprise direct investments in 14 out of the 22 cities in the State of Acre. These actions are guided by a consistent Program of Sustainable Development in the State that seeks the development of regional economic potentials, respecting the principles of sustainability and reducing social inequities.
The projects that compose this new investments portfolio hold a relationship of continuity and complementation as to the actions supported in the first phase of the Program, which was contracted in April of 2002. This summed up a financing of R$ 40 million by BNDES to projects of Social, Urban and Integration Development.
These new investments are also a complement to other projects, programs and conventions of the State in partnership with the Inter-American Development Bank [BID], the Federal Government and other many public and private institutions.
The PIDS Acre II contributes to the strengthening of the economy and the local institutions in a national border region, thus with a great geopolitical importance. As a general objective, the project attempts to promote and strengthen urban and rural infrastructure, promote economic and social development, provide for the regional integration of the state, and also strengthen the tourism axle. A highlighting aspect, nevertheless, is the strong emphasis on investments for the development of economic and integration infrastructure (R$ 78 million, or nearly 46% of total), which mean a significant incentive to the productive segment.
The varied specific actions are divided in 4 sector components:
I - Strengthening of Tourism - Implantation of 2 memorial museums; one in the city of Cruzeiro do Sul and another in Xapuri. The second is dedicated to the martyr Chico Mendes. In addition to this call for tourism, these investments promote a cultural and historical revival, valorizing the citizenship of people in the State of Acre.
II - Urban Infrastructure - Investments in the state capital, Rio Branco, such as: expansion and modernization of the Route Circulation System; elaboration of the Directing Plan of Transport; reform of the Urban Terminal of Collective Transport; acclivity contention and recuperation of the Mercado Velho [Old Market]. Moreover, other four cities will be included in the urbanization projects through its main routes.
III - Economic Infrastructure - Viability of projects whose objectives strengthen and structure the forest-based economy, in a sustainable manner, with the inclusion of traditional populations (rubber tapers, rubber carries, small farmers). The most challenging of them is the implantation of 10 projects of Agro-forest Laying, which benefits 679 families. In addition, it sets forth the insertion of 404 families in the communitarian forest handling system in regions under the influence of deforestation (a total of 9 cities), providing them access and power infrastructure, and other services that allow the social inclusion of this population fraction.
Such areas will be planed as "local productive systems". In this context, the forecasted investments also include the construction of slaughterhouse for birds in an animal food factory and a trading center. Moreover, it also includes the modernization of three agro-industries of fruit pulps. The goal of the State is to make use of agglomeration economies and increase competition of the key products derived from the laying sites.
The implantation of the Laying Sites will have the support from, in the addition of the Acre state government, different institutions such as, for instance, the Brazilian Company for Agriculture and Farm Research [Embrapa], the Brazilian Support System to Micro, Small and Medium Enterprises [SEBRAE], National Institute for Colonization and Agrarian Reform [INCRA], the Brazilian Ministry of Integration, the Pró-Florestania program, the National Council of Rubber Tapers [CNS], BID, and the National Program for the Strengthening of Family Agriculture [PRONAF], among others.
Another project of great importance is the implantation of Factory of Floors in the city of Xapuri. The investment includes a primary benefit line for wood (sawmill) and preparation lines of coated floors and decks by utilizing native woods of the region. The woods are obtained through the sustainable forest handling under the orientation and supervision of the State Government. This proposed factory will produce bulky wooden floors and decks for exports.
The investments in economic and integrative infrastructure also include: implantation of grain silos; acquisition mechanical patrols for the recovering of branches and for the communitarian forest handling; construction of airfields in 4 cities; and the implantation of a Customs Station in the Interior [EADI], known as "Porto Seco" [Dry Port].
IV - Social Development - Construction of a Forest Thematic Public Library in the city of Rio Branco. Construction works will also be performed for an Olympics Center in Rio Branco, and the implantation of communitarian spaces for sports, which complement the resources transferred by the Ministry of Sports. Moreover, supporting actions will be provided to Indian communities.
This operation reaffirms the commitment of BNDES towards the development of the North Region. Above all, through the support of structuring projects that represent the search for solutions for the promotion of the sustainable forest economy, the objective is to decisively contribute for the reduction of the regional inequities observed in the Country. Furthermore, the learning from the experiences of this nature significantly aids the indication of models that may be extended to other regions of the Amazon forest.
