BNDES lends R$ 2 million to improve Atibaia' s City Hall management

The board of Banco Nacional de Desenvolvimento Econômico e Social [BNDES] approved a financing in the amount of R$ 2 million to Atibaia's City Hall (State of São Paulo), in the ambit of
Program for the Modernization of the Tax Administration and Management of the Basic Social Sectors
[PMAT].
The project, with a total investment of R$ 2.2 million, will allow the municipality to enhance its own revenues, promote fiscal justice and improve management for education, health and social assistance. The funds will be invested in information technology; human resource qualification; specialized technical services; equipment to support tax auditing; and infrastructure.
Atibaia is located at 52 km from São Paulo's capital and at 56 km from Campinas, next to Bragança Paulista. The city has 116 thousand inhabitants (2002 Census) and its main economic activities are the cultivation of flowers and ornamental plants, manufacture of auto parts and clothes.
PMAT - Created by BNDES in 1997, this program aims at increasing municipalities' tax efficiency level, taking into consideration the high unexploited potential for own tax revenue generation, from the already existing tax revenue basis, by improving the tax collection system.
Initially focused only to tax management modernization, today PMAT also comprises the management of basic social sectors, therefore cooperating to add efficiency to public expenditures. Financing may benefit, among other items, IT and tax audit support equipment, personnel training recycling programs and improvement to citizen assistance programs.
PMAT's financing portfolio concentrates today 395 operations, totaling R$ 647 million. From this total, 186 operations have been performed through Banco do Brasil - BNDES's agent for the Program - reaching R$ 145 million.
