Nature and Purpose
The Social Fund was set up with a portion of BNDES’ earnings to support social projects concerning creation of jobs and income, urban services, health, education and sports, equality of rights, environment, rural development and other local and social development
undertakings.
Types
of operation
1) Public Selection
BNDES will select the projects submitted according to their capacity of meeting strategic social needs, also based on the Request for Projects, previously published.
Purpose:
• Help troubleshooting a previously defined far-reaching problem, providing considerable benefits to a certain geographic area or a priority issue;
• Bring role-model impacts to spread out good practices capable of being applied in several places.
2) Awards
Recognition and broadcasting of role-model practices in place on issues set out by BNDES, by awarding a money prize. The awards will be given according to a notice specifically published for this purpose.
Purpose:
• Recognize the best practices and get knowledge on distinct issues.
3) Continuous Support
BNDES will be supporting, on an ongoing basis, social inclusion projects, according to the rules and conditions below.
Purpose:
• Support projects to create jobs and income for entities not likely to be indebted, through strategic partners;
• Provide complementary support to the sources of reimbursable projects, as described in Programs or formalized by BNDES through cooperation instruments;
• Provide complementary support to non-reimbursable investments in generation of jobs and income, under the auspices of the Federal or State Government, or any non-profit institution ruled by the private law, provided that these investments are connected to projects carried out by the
State; and
• support oriented institutional development projects, directly or indirectly, to productive microcredit institutions.
In addition to the foregoing, the Continuous Support may also be used to support investments in the following areas:
• Strictly environmental undertakings;
• Social projects on health, education and equality of rights, to benefit at least five States or two geographic regions, specifically targeted at low-income people, that is, at least 50% of the project’s capacity must be assigned to free services;
• Investments around major projects funded by BNDES.
Clients
• Legal entities under public law, and
• Profit or non-profit legal entities governed by private law.
Support for companies, whether for profit or not - continued support modality - will be exclusively under the following assumptions:
. Specific programs;
. Productive activities with the objective of generating employment and income, or
. Oriented institutional development, directly or indirectly, to productive microcredit institutions.
Projects of predominantly environmental nature - Continued support mode - will be eligible to support nonprofit private persons governed by public law, or by private law.

Social investments in the abovementioned areas may be supported, as long as they fulfill one or more of the purposes below in a sustainable manner, that is, they must be able to carry on the project or activities supported even after BNDES disburses the funds, considering the relevant financial, social, environmental, institutional and governance aspects.
• Sustainable undertakings with no indebtedness capacity. These include: a) institutional partnerships to complement funding sources in projects or programs designed to create jobs and income, lacking funds, which are considered a priority, pursuant to the federal and/or state policies; b) strengthening of production-oriented unions, by funding equipment for collective use; c) structuring of local and regional economies at tourist-driven locations, for the creation of jobs and income; d) improvement to the technical skills and management of self-managed companies supported by BNDES and complementation of funds to these companies with a view to set balance to their capital structure.
• Help complementing regional and social development policies of low-income areas, by taking actions to support these policies, including: a) modernization of institutional management and development, by means of joint actions from small towns, supporting networks to provide common services; b) institutional development directly or indirectly driven to
productive microcredit institutions.
• Upgrade the design, implementation, monitoring and assessment of environmental programs and projects; environmental recovery and protection; protection and dissemination of scientific and technological heritage.
• Support innovative projects focused on health, education and equality of rights, in consonance with public policies, with institutional partnerships sealed with federal or state entities with dissemination and comprehensiveness capacity.
• Complement programs in BNDES by supporting projects or actions under priority, requiring injection of non-reimbursable
funding.
Eligible
Items
The Social Fund is intended to fixed investments, including the acquisition of imported machinery and equipment, not manufactured in Brazil, in the domestic market, as well as used machinery and equipment; qualification; working capital; pre-operating expenses and other critical items to fulfill the purposes of this
fund.
Level
of Participation
BNDES share may be 100% of financeable items.
Under the Continuous Support, which complements investments related to State projects, BNDES will hold a share of 50% of total funds provided to the project.
